Just to say

So, if someone says "You know I love you - right?"

Does that mean they love you, or simply that you should know that they do, without them actually having to say it.

Just wondering....

Ah, interesting question. It means both the above, but the expression's main source of beauty is its retrospective application i.e. the speaker's implication that love has applied for some unspecified length of time past.

The purpose of saying it might also be validation i.e. the speaker needs reassurance that they are backing up the sentiment with appropriate cuddle action.
